After continuous works for 459 days, the construction site of the 200 KTA MTBE (methyl tert butyl ether) project of Arzew Refinery in Algeria jointly EPC contracted by Guangzhou Engineering Company achieved safe work for 500,000 man-hours, realizing the phased HSE objective “zero accident, zero injury and zero pollution” of the project. Recently, representatives of the Chinese consortium, owner and contractors jointly held a celebration, and Amara, Director of Development Bureau of the Algerian National Oil Company, fully affirmed the highlights of HSE management of the project.

The project, located in the Arzew Oil Industrial Park in Oran, a city in western Algerian, will mainly produce high-quality high-octane gasoline non-toxic additives with liquefied gas and methanol as raw materials, and construction was started in June 2022. Guangzhou Engineering Company took initiative to communicate with the owner and construction contractors, established project-level and subcontractor level prevention plans and HSE management procedures of construction subcontractors according to local regulations and contract requirements, and conducted comprehensive standardized management of project construction according to HSE specifications and best engineering practices. The work permit system has been strictly implemented, with enhanced risk identification and evaluation before work, and daily safety inspections and special technical trainings were organized and conducted, to improve the emergency management ability of the project, and ensure that HSE management is always under control.
